Yes, Parcely works with all plans, including Basic.
If you show the shipping method on the cart page, you don't need the Shopify CCS feature.
BUT if you want to show the nearest parcel lockers to the customer's shipping address at checkout, you need the Shopify CCS feature, which means you need at least the Shopify Grow Yearly plan. This feature also requires the Parcely Unlimited plan. Check the following guide to show parcel locker selection at checkout.
